CONSTITUTION OF THE RIVERSIDE CITY COLLEGE ACADEMIC SENATE ARTICLE I. NAME AND MISSION Section 1. The name of
the representative organization hereby established shall be the Academic
Senate for Riverside City College, herein called the College Academic
Senate. Section 2. Mission of
The College Academic Senate: A. The
Academic Senate operates pursuant to Title 5, Subchapter 2, Sections
53200 - 53206, California Code of Regulations. B. The
Academic Senate shall work cooperatively with other College Senates
in the Riverside Community College District (RCCD) and the District
Academic Senate to make recommendations to the Board of Trustees and/or
its designees with respect to policy development and implementation
of matters in the following areas: 1. curriculum,
including establishing prerequisites and placing courses within disciplines; 2. degree
and certificate requirements; 3. grading
policies; 4. educational
program development; 5. standards
or policies regarding student preparation and success; 6. district
and college governance structures, as related to faculty roles; 7. faculty
roles and involvement in accreditation processes, including self study
and annual reports; 8. policies
for faculty professional development activities; 9. processes
for program review; 10. processes
for institutional planning and budget development; 11. other
academic and professional matters as mutually agreed upon between the
Board of Trustees and the College Academic Senate. C. The College Academic Senate
shall consider in good faith any recommendation submitted for College
Academic Senate action by a member of the faculty, classified staff,
student government, Administration, or Board of Trustees. D. The By-Laws of the College
Academic Senate shall be enacted or amended by the College Academic
Senate in accordance with the Constitution of the College Academic
Senate. ARTICLE II. PURPOSES The purposes of the College
Academic Senate shall be (1) to participate in the formation of policies
and procedures in academic and professional matters; (2) to facilitate
communication between other Colleges in the District, the State Academic
Senate, the Administration, faculty, students, and the Governing Board
in all matters relating to community college education. ARTICLE III. REPRESENTATION Section 1. Scope of Representation:
The College Academic Senate represents all faculty members teaching
at Riverside City College . Faculty shall include those persons who
teach full time or part time in the college or any other persons who
are hired pursuant to the Minimum Qualifications List and who do not
perform any services for the college that are identified in the college
structure as administrative or supervisory. Section 2. All members
of the College Academic Senate shall be elected by the faculty. Senators
from the part time faculty shall be elected by the part time faculty. Section 3. The College
Academic Senate shall be composed of the President, Vice-President,
Secretary-Treasurer, Senators representing the Departments of the College,
Senators representing the standing committees designated in the By-Laws,
and one Part Time Senator representing the Part Time faculty. Section 4. Terms of office
for Officers and Department Senators shall be two years. Unless otherwise
provided for in this Constitution, the term of office will coincide
with the academic year. Section 5. All Officers
and Senators are expected to regularly attend College Academic Senate
meetings. The Senate may, through its By-Laws, determine procedures
to be used in the case of excessive absences on the part of Officers
or Senators. Section 6. A majority
of the College Academic Senate members constitutes a quorum. Section 7. One-third
of the full time faculty constitutes a quorum at a general faculty
meeting. ARTICLE IV. THE COLLEGE ACADEMIC SENATE Section 1. The College
Academic Senate shall: A. initiate
studies relating to policies and procedures on academic and professional
matters. B. provide
and maintain channels of communication between students, faculty, other
Colleges in the District, Administration, and the Governing Board. C. hear,
investigate, deliberate, negotiate, recommend or refer any matters
brought to its attention by a member of the faculty, and shall be the
representative body in all academic and professional matters. D. participate
with Governing Board representatives in the joint development of institutional
policies such as minimum qualifications, equivalencies, and hiring
procedures; and, with the bargaining agent, in the development of personnel
policies (e.g., tenure review, evaluation procedures, and faculty service
areas). Section 2. The College
Academic Senate shall hold regular meetings not less than twice a month
(except when holidays interfere) during the academic year. The time
and place of regular meetings shall be determined by the College Academic
Senate and published in the By-Laws for the information of the faculty.
A quorum, consisting of a simple majority of the College Academic Senate,
shall be necessary for the conduct of official business. All College
Academic Senate votes will be decided on the basis of one vote per
representative. Proxy voting is not allowed. Section 3. Special meetings
of the College Academic Senate or of the faculty may be called when
necessary by the President or by five members of the Senate. At least
two school days' notice shall be provided. The College Academic Senate
may provide for the holding of summer meetings in its By-Laws. Section 4: All meetings
of the College Academic Senate, and all agencies authorized under College
Academic Senate auspices, shall be open to all members of the faculty,
the Administration, students, and the public Section 5. The College
Academic Senate shall establish its own agenda by simple majority vote
of the members present. Any member of the College Academic Senate may
submit agenda items to the College Academic Senate. Suspension of the
established agenda may be made by majority vote. Section 6. The College
Academic Senate shall address academic and professional matters of
the Riverside City College faculty. However, on petition of 25 members
of the faculty or by a simple majority of the College Academic Senate,
any item of business shall be put to a vote of the full time faculty. Section 7. The College
Academic Senate shall deliberate as a body, but the right of all faculty
members to be heard in a Senate meeting shall be affirmed by an open
hearing opportunity listed in every meeting agenda. Section 8. The College
Academic Senate shall establish, by a majority of the Senate members,
its own rules and regulations. Such rules and regulations shall be
published as the College Academic Senate By-Laws. No rules or regulations
shall supersede or be contrary to this Constitution. Section 9. The College
Academic Senate shall determine the means by which appointments of
Riverside City College faculty members to District wide committees
shall be made. Appointees to all District wide committees shall represent
the College Academic Senate and shall work to maintain effective communication
between the College Academic Senate and any District bodies on which
they serve. ARTICLE V. OFFICERS Section 1. Officers for
the College Academic Senate shall be a President, a Vice-President,
and a Secretary-Treasurer. Section 2. Officers of
the College Academic Senate, shall be elected by the faculty. A vacancy
in any elected officer's position shall be filled by a majority vote
of the College Academic Senate. Section 3. All Officers
of the College Academic Senate are accountable to all members of the
Riverside City College faculty and represent the views and positions
of the College Academic Senate in carrying out their various responsibilities
and functions as follows: Section
5. The President shall: A. develop
agendas and conduct meetings of the College Academic Senate and convene
and preside over general meetings of the faculty (full and/or part
time) called by the College Academic Senate. B. serve
as the official spokesperson and advocate on academic and professional
matters for the College Academic Senate. C. participate
regularly on all matters under the purview of the District Academic
Senate. D. regularly
meet with the College and District CEOs, meet with other administrators
and staff as needed, and report to the College Academic Senate on relevant
issues. E. provide
representation of the College Academic Senate at meetings of the Governing
Board and before all appropriate College administrative agencies. F. represent
the College Academic Senate as an ex-officio member of all standing
committees of the College Academic Senate. G. meet
regularly with the leadership of the bargaining agent to ensure that
the academic and professional aspects of negotiable issues reflect
College Academic Senate concerns and to help maintain open lines of
communication and cooperation. H. work
with the leadership of classified and student groups to maintain open
lines of communication and cooperation. I. upon
consent of the College Academic Senate, register College Academic Senate
endorsement of documents sent to relevant authorities such as Articulation
Agreements, the 50% Law, Matriculation Plan, Accreditation Report,
Staff Development Plan, Student Equity Plan, and Facilities Plan. J. interact
with the Academic Senate for California Community Colleges and academic
senates of other California Community Colleges, and attend conferences,
meetings, and seminars of organizations that relate to California Community
Colleges. K. subject
to ratification by the College Academic Senate, appoint faculty members
to college committees, task forces, or other work groups, and maintain
communication with Senate representatives on those groups. L. perform
such other functions as the College Academic Senate assigns in carrying
out the purposes and policies of the College Academic Senate. Section 6. The Vice-President
shall: A. serve
as advisor to the College Academic Senate and to the College Academic
Senate President. B. serve
as liaison to the Students Government and report to the College Academic
Senate on any relevant issues. C. participate,
upon request, with the College Academic Senate President in regular
meetings with the College President and District Chancellor, and with
other administrators and staff as needed. D. perform
such other functions as the College Academic Senate or the College
Academic Senate President assigns in carrying out the purposes and
policies of the Senate. Section 7. The Secretary-Treasurer
shall: A. keep
minutes of the College Academic Senate meetings and any general faculty
meeting called by the College Academic Senate. B. maintain
a file of all minutes and official documents (e.g. dated copy of Constitution
and By-Laws, expiration dates of all terms of office of officers, committee
members, and members of the College Academic Senate, etc.). C. ensure
that all written material be prepared in a timely manner for dissemination
at general sessions of the College Academic Senate. D. circulate
the agenda for upcoming College Academic Senate meetings to all members
of the College Academic Senate at least two days prior to the scheduled
meeting. E. perform
such other functions as the College Academic Senate or the College
Academic Senate President assigns in carrying out the purposes and
policies of the Senate. F. keep
records up to date and in good order. G. give
oral and written testimony as relates to the financial status of the
College Academic Senate upon request from the College Academic Senate
President or the College Academic Senate. H. with
the approval of the College Academic Senate President, make all properly
authorized payments which are not inconsistent with the Constitution,
the By-laws, or College Academic Senate orders, and which do not threaten
the solvency of the Senate. ARTICLE VI. DUTIES OF SENATORS Section 1. Duties and
Responsibilities of Senators: A. Representatives of the Senate,
herein called "Senators," are accountable to all members
of the Riverside City College faculty. Senators are responsible
to: B. participate in regularly
scheduled Senate meetings as active and informed representatives of
their electoral constituencies; C. ratify appointments by the
Academic Senate President. D. inform their electoral constituencies
concerning problems facing the College in general and pending Senate
business in particular. E. keep the Academic
Senate President appraised of relevant electoral area concerns or development
for necessary action in the appropriate committee of the Academic Senate. F. assist the Academic
Senate President in gathering data for research projects of the Academic
Senate. G. communicate with other Senators
in order to foster better communications between the College Academic
Senate and the faculty, classified staff, student government, Administration,
and the Board of Trustees. H. inform potential or newly
elected Senators of the purposes and policies of the College Academic
Senate. I. serve, when
possible, on the College Academic Senate's ad hoc committees and other
committees as requested by the College Academic Senate President. J. encourage faculty
members to become involved in the College Academic Senate through participation
in College Academic Senate committees and attendance at general session
meetings. ARTICLE VII. COLLEGE ACADEMIC SENATE COMMITTEES Section 1. The College
Academic Senate shall create such standing committees as it deems necessary
for the fulfillment of its role in the governance of the College. Standing
committees shall be listed, their functions and their membership described,
and their membership selection processes explained in the College Academic
Senate By-Laws. Section 2. The College
Academic Senate shall determine the method of selection for all members
of college Standing Committees and College representatives to District
committees. Section 3. The College
Academic Senate shall create such ad hoc committees as it shall believe
necessary to conduct the business of the Senate or to fulfill any of
its governance responsibilities. Membership on ad hoc committees may
come from the Senate or from the faculty at large or from a combination
of sources as the College Academic Senate sees fit. The College Academic
Senate President shall name members of ad hoc committees with the approval,
by majority vote, of the College Academic Senate. Section 4. The College
Academic Senate shall, via the means set out in the By-Laws, determine
how the faculty of Riverside City College shall be chosen to serve
on District wide committees charged with matters relating to Title
5, Sections 53200 - 53206. ARTICLE VIII. NOMINATIONS AND ELECTIONS Section 1. The Vice-President
of the College Academic Senate shall convene meetings of the Nomination
Committee and, with the assistance of the Nomination Committee, conduct
official Riverside City College Academic Senate elections. Section 2. The Nomination
Committee shall be composed of the Vice-President and four Senators
named by the Senate. No officer other than the Vice-President shall
be eligible to serve on the Nomination Committee. Section 3. The Nomination
Committee shall prepare a ballot for the following positions in the
College Academic Senate and shall make every attempt to provide for
each office at least one nominee in excess of the positions to be filled: Vice-President, Secretary-Treasurer,
Part Time Senator, Standing Committees (as specified in the By-Laws). Section 4. Each of the
Departments of Riverside City College shall choose its own Senator
to serve on the College Academic Senate. Such Senator shall be chosen
in a democratic process, as reflect in Department minutes, with each
full time faculty member of the Department having one vote. Faculty
members with assignments in two or more departments will vote in their
designated primary department. Department representatives shall usually
serve for two years from the first day of service of the academic calendar,
but Departments may change representatives at any time as long as democratic
processes are followed. All disputes concerning the selection of Department
representation shall be resolved by the College Academic Senate. College
Academic Senate decisions with regard to processes and eligibility
shall be final. Section 5. One Part Time Senator representing the
Part Time faculty, shall serve on the Senate. The Part Time Senator's
term is for one year and begins on the first contract day of service
in the academic calendar. If for any reason the elected Part Time Senator
is unable to serve, the College Academic Senate shall appoint to the
position the eligible nominee who received the next highest number
of votes. Section 6. The Nomination
Committee's proposed ballot for College Academic Senate Officers, committee
members, and any other general elective offices shall be presented
at a Senate meeting in advance of the election. The Nomination Committee
will verify the consent of nominees, either verbally or in writing,
prior to the printing of ballots. Section 7. Members of
standing committees shall be chosen by plurality vote. Department Senators
shall be elected by majority vote within their Departments. In all
elections faculty members shall have one vote. Section 8. College Academic
Senate Officers, Senators, and committee members shall, unless otherwise
established by some other provision of this Constitution or the By-Laws,
take office on the first contract day of service of the academic calendar.
Special appointments of the College Academic Senate are effective immediately. Section 9. In the event
of a vacancy for any reason in any elected position not otherwise provided
for in this Constitution, the Nomination Committee shall submit the
name(s) of one or more replacement representative candidates to the
College Academic Senate. Upon presentation of the name(s) of the candidate(s)
the College Academic Senate shall appoint the candidate who receives
a majority of the votes from the College Academic Senate members present.
The replacement candidate shall complete the term of office of the
original representative. Section 10. Additional
rules and regulations setting specific conditions for the holding of
elections may be published in the College Academic Senate By-Laws. ARTICLE IX. INITIATIVE, REFERENDUM, AND RECALL Section 1. Initiative: A. An
initiative petition signed by at least 25 members of the full time
faculty may propose a particular action or policy to the College Academic
Senate. B. Upon
receipt of a valid petition, the College Academic Senate President
shall submit the proposed action or policy to the College Academic
Senate at its next regular meeting for its adoption or rejection. C. If
the proposed action or policy is modified, rejected, or postponed for
more than one month by the College Academic Senate, the College Academic
Senate President shall order a vote by the entire full time faculty
within ten days of such modification, rejection, or postponement. D. A
majority of the faculty voting shall be necessary to adopt such action. Section
2. Referendum: A. Within
four weeks following an official action of the College Academic Senate,
except for emergency actions (specifically declared as such by the
College Academic Senate at the time of passage), a petition to reverse
or reconsider such action may be filed. At least 25 signatures of the
faculty shall be required to validate this petition. B. Upon
receipt of a valid petition by the College Academic Senate President,
the College Academic Senate action in question shall be suspended until
a vote of the faculty is taken. C. This
vote shall take place within ten instructional days of the petition's
filing. D. A
majority of those faculty voting shall be necessary to rescind an action
of the College Academic Senate. Section 3. Recall: A. A
petition signed by 1/3 of the full time faculty, or a vote of 2/3 of
the College Academic Senate, shall be necessary before a recall election
can be called. Officers may be recalled from office by a vote of 2/3
of the full time faculty at an election conducted by the College Academic
Senate. Part Time Senators may be recalled by a vote of 2/3 of the
part time faculty at an election conducted by the College Academic
Senate. Recall elections shall take place in not less than 7 instructional
days nor more than 21 instructional days following the receipt of the
petition by the College Academic Senate or the vote for recall election
by the College Academic Senate. B. The
Nomination Committee shall conduct any recall election. However, in
the event the Officer being recalled is the Vice-President, another
Senator shall be named to take his/her place on the Nomination Committee. C. In
the event of a successful recall election, a separate election shall
be held to determine a replacement Officer or Senator. Such election
shall be held in not less than 7 instructional days nor more than 21
instructional days from the date of the recall election and shall be
conducted in the same manner as a regular election for the affected
position. D. The
recall of elected committee members may be provided for in the College
Academic Senate By-Laws. ARTICLE X. PARLIAMENTARY AUTHORITY The College Academic
Senate By-Laws shall establish the parliamentary rules which govern
the meetings of the College Academic Senate and its agencies. ARTICLE XI. AMENDMENTS Section 1. Any article
or section of this College Academic Senate Constitution may be amended
by a majority of the votes cast by the full time faculty in an election
held for the purpose of amendment, provided that written notice of
the proposed amendment has been given one week in advance of the day
of the election. Section 2. Amendments
may be proposed by a majority vote of the College Academic Senate or
by petition signed by 25 full time faculty members. BY-LAWS OF THE RIVERSIDE CITY COLLEGE PREAMBLE The Academic Senate
can propose, change, and amend its By-Laws by a majority vote of
all of its members providing (1) that motions to amend the By-Laws
must be proposed in writing, (2) that two weeks must elapse between
the making of a motion to amend and any action to adopt the motion,
and (3) that a quorum must be present. ARTICLE I. MEETINGS & PROCEEDINGS Section 1. Regular Academic
Senate meetings are held in the Hall of Fame of the Bradshaw Student
Center from 3 until 5 on the 1st and 3rd Mondays of each month (contract
holidays excepted) during the academic year unless otherwise announced. Section 2. College Academic
Senate meetings and faculty meetings called by the Academic Senate
are conducted under the parliamentary guidance of Robert's Rules
of Order, Revised. Section 3. The College
Academic Senate shall establish its own agenda by simple majority
vote of the members present. The agenda must be established in accordance
with State laws and regulations. Any member of the Riverside City
College faculty may submit agenda items to the College Academic Senate.
The established agenda may be abridged by majority vote or by consensus
of the members present. Section 4. The Academic
Senate President will contact any Senator who misses three regularly
scheduled meetings to assess the problem. If appropriate, the College
Academic Senate President will contact the Senator's Department Chair
regarding such absenteeism, with the hope of resolving the situation
and avoiding departmental under-representation. Replacement of such
absentee Senators may be necessary. Section 5. At its discretion,
the College Academic Senate may authorize the College Academic Senate
President to act on its behalf during the summer months. Wherever
possible, action should be deferred until the Senate can meet and
confer during the academic year. ARTICLE II. ELECTIONS Section 1. Conducting
the Election. A. Elections are conducted
according to Article VIII of the Constitution, B. The call for nominations
shall be made at least three weeks in advance of the holding of an
open faculty meeting which will constitute the closing of nominations. C. In those years when the
offices of President, Vice President, and Secretary-Treasurer are
open for election, the College Academic Senate shall arrange in a
timely manner through its committees for an open forum at which candidates
for these positions may present themselves and their programs to
the voting faculty. D. Elections shall be conducted
by campus mail in such a manner as to maximize the integrity of the
electoral process. E. The Nominations Committee
shall establish the dates and times for distribution, collection,
and counting of ballots so that the results can be posted immediately
after votes are counted. The Nominations Committee will conduct the
election in such a manner as to minimize the interference of the
Spring Break with the election process. F. The Nominations Committee
shall request the Departments to hold elections for Department Senators
and shall inform the Departments in a timely manner whenever a special
need exists to fill a vacancy. Terms of office for Departmental Representatives
to the Senate shall be for two (2) years with no limitation on the
number of consecutive terms to which a departmental member may be
elected as a Senator. The Department representative
elections shall be held as follows: The following Departments
shall elect representatives in odd-numbered years: Applied Technology;
Behavioral Sciences/Psychology; Business Administration/Information
Systems Technology; English; History, Philosophy, Humanities; Library;
Life Sciences; Mathematics; Physical Education; World Languages. The following Departments
shall elect representatives in even-numbered years: Art; Chemistry; Cosmetology;
Counseling/Student Activities; Early Childhood Studies; Economics,
Geography, Political Science; Nursing; Performing Arts;
Physical Science.
G. In the event that a departmentally-elected
Senator is unable to serve due to extended medical leave, semester-abroad
assignment, sabbatical leave, load-bank leave, other leave of absence,
or is otherwise unable to regularly attend Senate meetings, the Department
shall elect a replacement representative for the balance of the term
and so indicate in Department minutes. H. Where the Constitution requires
election by majority vote, a runoff election will be held between
the top two vote-getters. In some cases involving tie votes, a runoff
between more than two candidates could occur. I. Ballots and
election results shall be kept on file in the Academic Senate office
and shall be available for review for 120 days. ARTICLE III. STANDING COMMITTEES A. Under the supervision of
the President of the College Academic Senate, Standing Committees
of the College Academic Senate shall choose a chairperson at the
first meeting of the academic year. B. Standing Committees
shall meet, at a minimum, once a month during the academic year. Committees may meet as part of District-wide
committees where the Colleges of the District cooperate under the
auspices of a Standing Committee of the District Academic Senate. C. The chairperson of Standing
Committees shall represent their committee to the College Academic
Senate. D. Each Standing Committee of the District Academic Senate shall
identify an Administrator to serve as non-voting co-chair and to
provide a liaison to the Administration. Section
1. The
Curriculum Committee A. The Riverside City College
faculty shall establish a Curriculum Committee, for the purposes
of representing the faculty through the Senate to the Administration
and to the Board of Trustees on all matters relating to any courses
offered by the College. The Committee may freely utilize the expertise
of all faculty in questions regarding specific courses, and shall
direct special attention to the general issues of curriculum philosophy
and development. B. The Curriculum Committee
shall be composed of Department representatives serving two-year
terms of office. When new departments are established and their election
year specified in the By-Laws or By-Law revision is not synchronous
with the time of scheduled elections or by-laws revision, a representative
shall be elected to fill the length of the term remaining until the
next scheduled election. In the event that a
departmentally elected Curriculum Committee representative is unable
to serve due to extended medical leave, semester-abroad assignment,
sabbatical leave, other leave of absence, or is otherwise unable
to regularly attend Curriculum Committee meetings, the Department
shall elect a replacement representative for the balance of the term. The following Departments
shall elect Curriculum representatives in odd-numbered years: Art; Chemistry; Cosmetology;
Counseling/Student Activities; Early Childhood Studies; Economics,
Geography, Political Science; Nursing;Performing Arts & Media;
Physical Science; Public Safety. The following Departments
shall elect Curriculum representatives in even-numbered years: Applied Technology;
Behavioral Sciences/Psychology; Business Administration/Information
Systems Technology; English; History, Philosophy, Humanities; Library;
Life Sciences; Mathematics; Physical Education; World Languages. C. Election of members of the
Curriculum Committee shall take place by the full-time faculty members
of the Departments in the same manner as Department Senators are
chosen. Curriculum Committee members shall serve beginning on the
first day of service of the academic year. Section 2. The Professional
Growth and Sabbatical Leave Committee A. The Riverside City College
faculty shall establish a Professional Growth and Sabbatical Leave
Committee, for the purpose of representing the faculty on all matters
relating to professional growth and sabbatical leave. B. The Professional Growth
and Sabbatical Leave Committee shall be composed of five elected
members serving two-year terms. Three shall be elected in even-numbered
years and two shall be elected in odd-numbered years. Section 3. Planning & Budget Committee
A. The Riverside City College
faculty shall establish a Strategic Planning & Budget Committee to research and report on planning and financial data
relating to the college. B. The Strategic Planning & Budget
Committee shall be composed of five elected members serving two-year
terms. Two shall be elected in even-numbered years and three shall
be elected in odd-numbered years. C. The Strategic Planning & Budget
Committee shall establish
a liaison with the exclusive bargaining agent and report its findings
to the Academic Senate. Section 4. Academic
Standards Committee A. The Riverside City College
faculty shall establish an Academic Standards Committee for the purpose
of recommending policy pertaining to student academic standards at
Riverside City College ; for example: grading policies, withdrawal
policies, degree standards, certificate standards, performance testing,
remedial standards, transfer standards, non-transfer standards. B. The Academic Standards
Committee shall be composed of five elected members serving two-year
terms. Three shall be elected in even-numbered years and two shall
be elected in odd-numbered years. A student representative may be
appointed by ASRCC to serve as a liaison on the Academic Standards
Committee for the academic year. This shall be a nonvoting position. Section 5. Assessment
Committee
A. The Riverside City College
faculty shall establish an Assessment & Accreditation Committee,
for the purpose of representing the faculty on all matters relating
to professional growth and sabbatical leave. B. The Assessment & Accreditation
Committee shall be composed of five elected members serving two-year
terms. Two shall be elected in even-numbered years and three shall
be elected in odd-numbered years Section 6. Program Review
Committee A. The Riverside City College
faculty shall establish a Program Review Committee, for the purpose
of representing the faculty on all matters relating to professional
growth and sabbatical leave. B. The Program Review
Committee shall be composed of five elected members serving two-year

Faculty Committee A. The Riverside City College
faculty shall establish a Part Time Faculty Committee, for the purpose
of representing the faculty on all matters relating to professional
growth and sabbatical leave. B. The Part Time Faculty Committee shall be composed of five elected members serving two-year terms. Two shall be elected in even-numbered years and three shall be elected in odd-numbered years. Section 8. Academic Planning Council
A. The Riverside City College faculty shall recognize the Academic Planning Council as a standing committee of the Academic Senate and seek its advice with regard to the establishment of new academic programs, full time faculty hiring prioritization, and poli-cies and practices which promote collaboration within Riverside City College and across the Riverside Community College District. .
B. The members of the Academic Planning Council shall be elected consistent with practices established in the prevailing ÔAgreement between Riverside Community Col-lege District and Riverside Community College District Faculty Association CCA/CTA/NEA.Õ"
